What does it take to open a jewelry store in Riyadh in 2026?

To open a jewelry store in Riyadh in 2026, start with the lease: rents in Riyadh are frozen for five years, so the rent you sign is the rent you keep. Then build an all-Saudi sales team and a fit-out designed around the stamping, labelling and invoice rules that tightened in October 2025. Average lease rates in Riyadh’s regional and super-regional malls reached SAR 2,650 per square metre in Knight Frank’s Summer 2026 report, with occupancy at 91%. The good malls are close to full, so the site decision comes first.

This guide is part of our wider work on jewellery expansion in the Gulf and opening new cities with trust. It covers the Riyadh-specific numbers and rules a jewelry house should check before signing a lease. It is general information, not legal or tax advice: confirm every requirement with the competent ministry or a licensed adviser before you commit.

Is Riyadh demand strong enough for a new jewelry store?

The signal is mixed but useful. Knight Frank’s Summer 2026 Saudi retail overview, published in August 2026, recorded a 47% increase in jewellery point-of-sale transactions in Saudi Arabia. The World Gold Council, as reported by Arab News on 31 July 2026, found Saudi jewellery demand fell 8% year on year in Q2 2026, the smallest decline among the Middle Eastern markets it tracks, while bar and coin demand rose 23%.

Our reading, not a finding of either report: together these figures point to more frequent and lighter purchases rather than heavy-weight buying, a pattern we described in how Gulf jewellery houses sell in 2026 and in our reading of Gulf jewellery demand in Q2 2026. A Riyadh store built for everyday pieces, gifting and bridal appointments fits that pattern better than one built only for heavy 21-karat sets. For today’s metal price, use a live source, not a figure printed in a planning document.

How much does retail space cost in Riyadh malls?

Knight Frank put average lease rates in Riyadh’s regional and super-regional malls at SAR 2,650 per square metre in its Summer 2026 report, up 1.2% year on year, with occupancy stable at 91% across a retail stock of about 4.2 million square metres. Treat that figure as an average, not a quote. Rents for a small in-line jewelry unit near a mall’s luxury or gold corridor can sit well above or below it, and landlords usually add service charges and sometimes turnover rent. Ask every landlord for the full annual occupancy cost in writing.

The bigger change is legal. Since 25 September 2025, rents in Riyadh’s urban area have been frozen for five years for both residential and commercial property, according to a King & Spalding briefing of 29 September 2025. For contracts signed on or after that date, rent cannot escalate during the freeze. Leases must be registered on the Ejar platform, and leases renew automatically unless one party gives notice at least 60 days before expiry. For a new store this means the starting rent you agree is the rent you are likely to live with, so negotiate it carefully and check how the freeze applies to your specific contract with a lawyer.

Who can work on a Riyadh jewelry sales floor?

Gold and jewelry sales in Saudi Arabia are a localised activity. Argaam reported that the Ministry of Labor began enforcing the restriction of gold and jewelry sales work to Saudi nationals on 3 December 2017. In October 2021, Al Watan reported the ministry’s spokesman saying the work would be reserved for Saudis only, with a professional licence for sellers that requires Saudi nationality and professional competence and is valid for one year.

In practice, plan your Riyadh floor team as an all-Saudi sales team from day one, and plan training before opening: product knowledge, karat and stamping, the new invoice rules, and private-client service. Check the current localisation and licensing rules on the Ministry of Human Resources and Social Development and Qiwa portals before you recruit, because ratios and covered roles are updated over time.

Which jewelry rules changed in October 2025?

Cabinet Resolution No. 269 amended the Precious Metals and Gemstones Law with effect from 11 October 2025, according to a joint statement by the Ministries of Commerce and of Industry and Mineral Resources published on 16 October 2025. The points that shape a Riyadh store are these:

  • The Ministry of Commerce oversees trade and retail outlets, while the Ministry of Industry and Mineral Resources oversees manufacturing, which needs an industrial licence.
  • Pieces set with gemstones must carry an identification tag with the required details.
  • Advertisements must state the type, weight, fineness and price of the product.
  • When a store buys from an individual, it must issue a special invoice with the seller’s name, ID number and nationality.
  • Stores must set aside a specific display area for used jewelry, pieces with synthetic diamonds and single pieces.

The penalties are serious. Under the law, as summarised by Saudipedia, deceiving buyers about type, weight or purity, or selling unmarked bars or products, can bring up to two years in prison, a fine of up to SAR 400,000, or both. Products must carry the official mark before they are displayed or sold.

Which licences does a jewelry store in Riyadh need?

A retail jewelry store works on a commercial registration with the Ministry of Commerce and a municipal shop licence through the Balady platform, and the mall will add its own approvals. Three points are specific to this sector. Under the October 2025 amendments, any manufacturing of precious metals or gemstones needs an industrial licence from the Ministry of Industry and Mineral Resources, and unlicensed workshops were given six months to obtain one through the Sanai platform. The draft implementing regulations published for consultation by the Ministry of Commerce on 21 August 2025 add that selling these goods, moving a shop or closing it requires notifying the ministry, and that repair, cleaning, plating or polishing must be listed in the commercial registration. Because those regulations were a draft at that date, check the final text before you rely on it.

If a foreign company owns the store, investment registration with the Ministry of Investment comes before the commercial registration. The order and the documents differ by structure, so map the sequence with a licensed adviser before you sign a lease, not after.

What should a Riyadh jewelry fit-out include?

There is no reliable public benchmark for jewelry fit-out cost per square metre in Riyadh, and we will not invent one. Ask at least three fit-out contractors who have delivered jewelry units in the same mall, and ask the landlord for the mall’s design and security manual before you brief them. What the brief must cover is clearer than the price:

Should you open directly or through a franchise partner?

A jewelry house from outside Riyadh can open its own store or work with a Saudi partner. Direct entry gives full control over the boutique experience, pricing and stock, but it puts the lease, the Saudi team, inventory financing and compliance on your own balance sheet. A franchise or partner model lets a Saudi operator who already knows landlords and recruitment carry much of that load, in exchange for fees and less day-to-day control. It brings its own obligations: Saudi franchise rules require disclosure before signing and registration after, as set out in our guide to the Saudi franchise law. Whichever route you choose, the first question is the same: who in Riyadh is already asking for your pieces, and can you reach them before the store opens?

Frequently asked questions

How much is mall rent for a jewelry store in Riyadh?

Knight Frank reported an average of SAR 2,650 per square metre for Riyadh’s regional and super-regional malls in Summer 2026. Small jewelry units can be priced differently, so ask each landlord for the full annual occupancy cost.

Can foreign staff sell gold in a Riyadh jewelry store?

Gold and jewelry sales work has been restricted to Saudi nationals since enforcement began on 3 December 2017. Check the current rules on the ministry’s portals before recruiting.

Does the Riyadh rent freeze apply to shops?

Yes. According to King & Spalding, the five-year freeze from 25 September 2025 covers commercial and residential leases in Riyadh’s urban area. Confirm how it applies to your contract with a lawyer.

What changed for jewelry stores in October 2025?

Ads must show type, weight, fineness and price, stores need a separate display area for used and synthetic-diamond pieces, and purchases from individuals need a special invoice.

How long does it take to open a jewelry store in Riyadh?

There is no official timeline. It depends on the lease, the commercial registration and municipal licence, mall approvals and recruitment. Build the team and the trademark work in parallel with the fit-out, not after it.
