NRW cleaning contracts: how do cleaning firms turn inquiries into signed contracts?

A cleaning or facility services company in NRW wins more signed contracts when it treats every inquiry as a short, fixed process: answer the same day, qualify with five questions, visit the site, send a clear offer with a wage clause, then follow up on fixed dates. In our experience, many contracts in this trade are not lost on price. They are lost in the gaps between those steps.

This guide is written for owners of cleaning and facility firms in Düsseldorf, Cologne, the Ruhr, Bonn and the rest of North Rhine-Westphalia, many of them run by Arab founders who built their company on hard work and word of mouth. It covers the whole path from the first call or form to the signed contract, the 2026 wage situation that every offer has to price in, and when public tenders are worth your time. It is general information, not legal or tax advice.

Why do cleaning leads in NRW stall before the contract?

A property manager, a practice owner or an office manager rarely sends one inquiry. They usually ask two or three firms at the same time and then decide who feels safest. In that comparison, five leaks appear again and again:

  • Slow first answer. The firm that calls back first sets the frame for everyone else.
  • A price before a visit. A square-metre price sent by email turns you into a number to compare, not a partner to trust.
  • The wrong person. The inquiry comes from a receptionist, but the decision sits with the owner, the Hausverwaltung or a purchasing team that never met you.
  • An offer that is hard to read. No service schedule, no frequencies, no quality check, no named contact.
  • Silence after sending. The offer goes out and nobody calls again, so the client signs with whoever did.

None of these leaks needs more advertising to fix. They need a system. We described the same pattern for other sectors in where qualified leads disappear; cleaning is one of the clearest examples.

Which cleaning inquiries deserve a site visit?

A site visit costs you one to two hours with travel. It is the best sales tool you have, so use it on the inquiries that can become contracts. Five questions on the first call are enough to decide:

Question on the first callWhy it mattersGood sign
What type of property and roughly how many square metres?Shows whether the job fits your team and equipmentOffice, practice, school, stairwell or retail space in your area
How often should we clean, and at what times?Daily evening work needs different staffing than a weekly roundA clear rhythm, even if approximate
Who decides, and who else will see the offer? You need the decision maker at the visit or on the offerThe owner, manager or Hausverwaltung joins the visit
Why are you looking now?Reveals the real pain: quality, reliability, price, a new buildingA concrete problem with the current provider or a start date
When should the new service start?Separates real projects from price checksA date within the next one to three months, or a notice period you can plan around

If three or more answers are clear, book the visit on the same call. If not, send a short, friendly email with your references and ask for the missing details. Do not send a price you have not measured.

How fast should a cleaning company answer a new inquiry?

The same working day, and by phone if a number is given. A written reply alone is easy to ignore; a short call shows that the company is organised. The first reply should do three things: thank the person by name, confirm what they asked for, and offer two concrete times for a site visit.

Many inquiries now arrive by WhatsApp or through a contact form on a phone. That is fine, as long as each message is answered within the same day and moved into one list where nothing gets lost. The steps in our WhatsApp sales funnel guide apply here too: one channel, one owner, one next step.

Write to German clients in clear, correct German. If your team also speaks Arabic, Turkish or other languages, say so in the offer: for many property managers, a supervisor who can brief the cleaning staff in their own language is a real quality advantage.

What should happen during the site visit (Objektbesichtigung)?

The visit is where you stop being a price and start being the company that understood the building. A good visit follows the same order every time:

  • Walk every room with the client and note floor types, sanitary areas, kitchens, glass and special zones.
  • Measure or confirm the areas. Ask for floor plans if they exist.
  • Agree frequencies room by room: daily, two or three times a week, weekly, monthly.
  • Ask what went wrong with the previous provider and write it down in the client’s words.
  • Agree access: keys, alarm codes, working hours, who to call if something is wrong.
  • Close with a date: “You will have the offer by Thursday, and I will call you on Monday to go through it.”

That last sentence matters more than it looks. It creates a follow-up appointment before the offer even exists.

How do you price a cleaning offer in 2026 without losing your margin?

Labour is the biggest cost in building cleaning, so the wage floor sets the floor for your price. Since 1 January 2026 the industry minimum wage is €15.00 an hour in wage group 1 and €18.40 in wage group 6 for glass and facade cleaning, up from €14.25 and €17.65 in 2025, according to the employers’ association BIV (15 June 2026) and the Deutsche Handwerks Zeitung.

The bigger issue for any contract signed now is 2027. The current wage agreement runs until the end of 2026. According to the Deutsche Handwerks Zeitung (22 October 2026), the second round of talks ended without a result: the union IG BAU asks for €2 more per hour for all wage groups over 12 months, while the employers’ association BIV offered 1.8% from 1 May 2027 and 1.6% from 1 January 2028. The next round was set for 3 November 2026 in Cologne.

So whatever you sign this autumn will very likely be served at a higher wage level than the one you priced. Three habits protect your margin:

  • Calculate from hours, not from square metres. Estimate the working hours per visit, multiply by your full hourly cost (wage, social contributions, holidays, sick days, supervision, materials, travel) and only then convert to a monthly price.
  • Show the hours in the offer. A client who sees the hours understands why the cheapest offer may simply plan fewer of them.
  • Agree a price adjustment clause. Many cleaning contracts link the price to changes in the industry wage. Have the wording checked by a lawyer or your guild, because it must be clear and fair to be valid.

A worked example, to show the method rather than a market price: an office needs 3 hours per visit, 5 visits a week, which is about 65 working hours a month (3 × 5 × 4.33 weeks). If wage group 1 rose by €2 an hour, as the union demands, the wage alone on those hours would cost about €130 more each month, before social contributions. Under the employers’ offer of 1.8% from May 2027, it would be about €0.27 an hour, or roughly €18 a month. Without a clause, that difference comes out of your margin for the whole contract term.

What makes a cleaning offer easy to sign?

The decision maker often reads your offer at night, next to two others. Make it the one that answers every question without a call:

  • A one-page summary: what you will clean, how often, from when, at what monthly price.
  • A service schedule (Leistungsverzeichnis) room by room, with frequencies.
  • How you check quality. Name your method, for example regular inspections with a checklist based on the European standard DIN EN 13549 for quality measuring systems in cleaning services.
  • Who is responsible: one named contact with a direct number, plus the supervisor for the site.
  • Proof of reliability: two or three references from similar properties, your liability insurance and your guild or chamber membership if you have it.
  • The start plan: first week, key handover, a check-in after 30 days.

Keep the design calm and professional. A clean, well-structured PDF says more about how you clean than any slogan.

Spell out the Leistungsverzeichnis item by item. A guide to cleaning contracts with property managers, published by the Gladbeck firm Kleibrink on 30 July 2026, puts it plainly: each position should answer which area, what scope and which interval, and whatever is not written there is not ordered. That one page protects you from the classic complaint months later that the stairwell or the cellar was never done properly.

How do you follow up after sending the offer?

Most firms send the offer and wait. The firm that wins usually follows a fixed rhythm:

DayStepPurpose
Day 0Send the offer with a short personal emailConfirm the follow-up call agreed at the visit
Day 2 to 4Call to walk through the offerAnswer questions before the client compares on price
Day 7Send one useful extra: a reference, a sample checklist, a start planStay present without pushing
Day 14Ask directly where the decision standsLearn if there is an objection you can still solve
Day 30Close the file politely or set a new dateKeep the door open for the next tender or contract end

If you lose, ask why. “Price”, “timing” and “we stayed with the current provider” lead to different next steps, and the answer improves your next offer.

Are public cleaning tenders in NRW worth it?

Schools, town halls, public offices and state buildings are put out to tender. For a growing firm, they can bring large, stable contracts, but they follow strict rules and deadlines. The state of North Rhine-Westphalia and its connected municipalities publish tenders on the Vergabemarktplatz NRW, which offers a free search and notification service for registered companies.

Larger contracts must be advertised across the EU. From 1 January 2026 the EU threshold for service contracts of regional and local authorities is €216,000 (previously €221,000), and €140,000 for central government authorities, according to the IHK Ostwestfalen (11 December 2025).

A practical rule: start with smaller local tenders that match your current size, prepare a standard document folder once (registrations, insurance, references, tax and social security certificates) and bid only where you can staff the work from day one.

The volume is real: on 2 November 2026 the Tender Republic directory listed 44 open cleaning tenders in North Rhine-Westphalia, with 42 new procedures added in the previous 30 days.

How competitive is the NRW cleaning market?

Building cleaning is one of the largest trades in Germany. The national guild association BIV reported 1,005,213 employment relationships in building cleaning for 2024 under a new statistical method, and notes that this figure cannot be compared with the older count of 696,444 people for 2023 (BIV, 9 July 2026). Its almost 2,500 member companies represent about 85% of the market.

In a market this large, clients cannot judge quality before they buy. They judge the signals: how fast you answered, how well you listened at the visit, how clear your offer was and whether you called when you said you would. These are exactly the steps a small or mid-sized firm can control.

A ten-point checklist from inquiry to signed contract

  • Every inquiry goes into one list the same day, with name, property, size and source.
  • First reply by phone on the same working day.
  • Five qualifying questions asked and noted.
  • Site visit booked on the first call when the answers are clear.
  • Decision maker present at the visit or named in writing.
  • Hours calculated before the price.
  • Offer sent within three working days, with a one-page summary.
  • Wage adjustment wording checked for contracts beyond 2026.
  • Follow-up on day 2 to 4, 7, 14 and 30.
  • The reason for every win and every loss written down.

Frequently asked questions

How much does building cleaning cost per square metre in NRW?

There is no fair fixed number, because the price depends on the hours needed, the frequency, the floor types and the sanitary areas. Serious providers calculate the hours first. Treat any square-metre price given without a visit with caution.

Should a cleaning company send a price before the site visit?

Only a rough range, if the client insists, and clearly marked as non-binding. A binding offer should follow the visit, because that is where you see the real work.

What happens to cleaning contracts when the industry wage rises in 2027?

That depends on the contract. Without an agreed adjustment clause, the provider usually carries the higher cost. This is why many firms add a clause linked to the industry wage. Ask a lawyer or your guild for wording that fits your contracts.

What if the client asks for a lower price?

Do not cut the hours per task quietly; that is where quality and reputation are lost. Offer a smaller scope instead: fewer visits in low-use rooms, a different rhythm for glass, or a shorter list of extras. The client chooses what to drop, and your hourly cost stays intact.

Where can I find public cleaning tenders in North Rhine-Westphalia?

On the Vergabemarktplatz NRW for the state and its connected municipalities, and on the EU’s TED platform for contracts above the EU thresholds. Registration for notifications on the NRW platform is free.

Does an Arab-owned cleaning company need a German website and offer?

Yes, for German clients the website, the offer and the contract should be in clear German. Languages spoken by your team are an added strength, for example in staff briefing, and worth mentioning in the offer.

The cleaning firm that wins is not always the cheapest. It is the one that answered first, understood the building and made the decision easy.
